(Photo/OHHDL/Tenzin Choejor) SENDAI, November 4: “Speaking as an ordinary Tibetan and a Buddhist monk, these incidents of self-immolation are very very sad,” said His Holiness the Dalai Lama today at a press conference in the northern Japanese city of Sendai. “The leadership in Beijing should look into the ultimate cause of these tragic incidents. These Tibetans have faced tremendous desperate situation, otherwise nobody will commit such drastic acts”. Responding to questions on the spate of self-immolations in Tibet that has already seen eleven Tibetans set their bodies on fire since March this year, the Dalai Lama clarified that Dr Lobsang Sangay, the de facto prime minister of Tibet, was the right person to be asked these questions. “I have completely handed over all my political responsibilities to the elected leadership. Kalon Tripa Lobsang Sangay is in Washington DC right now, so better ask him,” the Dalai Lama said. Referring to Chinese Premiere Wen Jiabao’s public statements on the need for political reform inside China, His Holiness remarked that time of using force was over. “Relying on force is counter-productive. Force can never bring unity and stability,” the Dalai Lama said while expressing hope that the Chinese leadership “pays serious attention” to the need for a review of its minority policies. The Tibetan spiritual leader, who is currently on a 10-day visit to Japan, arrived this afternoon in Sendai from the temple town of Koyasan, where in a span of four days, he gave Buddhist initiations and interacted with scientists. Kalon Tripa Dr Lobsang Sangay, who is on his first visit to Washington, D.C., since assuming the office of the chief on the Tibetan exile cabinet, testified before the Tom Lantos Human Rights Commission. Blaming China’s “repressive policies” for the fiery episode of self-immolations inside Tibet, Dr Sangay said that China’s hard line policies of “turning many parts of Tibet into a virtual state of martial law” following the popular 2008 uprisings in Tibet has “driven the Tibetan people to a desperate situation”. “We ask the Chinese government to stop its repressive policies, including suspension of implementation of religious control regulations, review of religious and security policies implemented since 2008 in Ngaba, and a transparent dialogue with the leaders of Tibetan Buddhist schools.” Demanding access to Ngaba by “journalists, diplomats and United Nations officials,” Kalon Tripa Dr Sangay urged the “Chinese government to resume its dialogue with the representatives of the Dalai Lama.”

Phayul[Monday, August 22, 2011 22:45] DHARAMSHALA, August 22: In an exclusive interview with Phayul, Kalon Tripa Dr Lobsang Sangay today said that he will introduce changes in the Central Tibetan Administration (CTA) including the induction of new members in the task force for the Sino-Tibet dialogue process. Dr Sangay was the first guest on ‘Phayul Open Interviews’, a new series of interactive interviews where Phayul gives an opportunity to the general public to ask their questions. Answering questions sent in by Tibetans the world over, Dr Sangay called himself a “pragmatic person”. "I am pragmatic person and change is a part of the process. I will bring changes to my administration," Dr Sangay told Phayul. In an attempt to have a “professionalised administration”, Dr Sangay proposed to conduct a survey to try and accommodate the interest and knowledge of individual staff. "To retain the experienced and trained staff is my priority,” Dr Sangay said. Answering a question on his hopes for a meaningful dialogue with the fifth generation leaders of China, Dr Sangay said that it was too early to comment. “From his speech that Xi Jinping gave in Lhasa on the 60th anniversary of the “peaceful liberation” he sounded very much a hardliner. So, it seems it might continue that way,” Dr Sangay said. Asked whether he would implement a more co-operative approach to the NGOs within the Tibetan community, Kalon Tripa said that it was in his nature to be “liberal and approachable”. "At a practical local level, for example, I have been to Shichaks (Tibetan settlements) where the father is the head of the local assembly, where the mother is the executive member of the Women’s Association and the son is a member of Regional Tibetan Youth Congress. How can you tell them that you can’t do things together," Dr Sangay questioned. "So, along with my Kashag, I will have to sort this out and arrive to a decision,” Kalon Tripa said. Describing the situation inside Tibet as “tragic”, Dr Sangay while referring to the self immolation of Tsewang Norbu last week said that the sacrifices being made by Tibetans inside Tibet were a source of inspiration. “The courage, the conviction of the Tibetan spirit despite the repression shows that they will not give up for Tibet. That is a source of inspiration for me and I believe for most of the Tibetans,” Dr Sangay said.

ICT Report: Hundreds killed in Kyikundo, Eastern Tibet; emergency appeals launched

Reprinted from last week's Tibet Update email - Hundreds have been killed in the Tibetan area of Yushu, Kham (Tibetan: Kyigundo, also known as Jyekundo) in present-day Qinghai, when a series of strong earthquakes measured at magnitude 6.9 hit the region on April 14. The epicenter of the earthquakes was a sparsely populated, rural area about 50 km west of Jyeku (Chinese: Jiegu or Gyegu) town, the government seat of Yushu Tibetan Autonomous Prefecture, which is about 800 km south-west of Xining, the provincial capital of Qinghai. Statements on earthquake in Tibetan area of Qinghai Province in China

Secretary of State Hillary Clinton, Speaker Nancy Pelosi and Senator John Kerry, Chairman of the Senate Foreign Relations committee released statements in response to the series of earthquakes that struck Tibetan areas in Qinghai Province in China.

Officials reported on April 20 that the Yushu death toll had risen to 2,064, with more than 12,000 injured and 175 still missing. Approximately 1,000 bodies were cremated by monks in Yushu on Saturday, April 17. It was also reported that snow and hail fell in the area this week, further hampering relief and rescue efforts.

Despite an international response, the need is still great and growing. ICT will continue to support this effort for the long term, helping as we can to fund and also direct other aid sources for immediate relief efforts and for what is likely to be a protracted period of rebuilding.
